Professor Powell has develop training programs and forums on digital tools in Africa, Asia, Europe, Latin America, and the United States for journalists, medium managers, educators, policy makers, and researchers for the Freedom Forum, first as a consultant, then as director, and finally as vice president. For 12 years, he also headed his own television and radio consulting firm, Powell Communications, which provided medium services for clients in the United States and overseas. He worked on projects in South Africa for the Ford Foundation, as well as projects in Lagos, Nigeria for the Nigerian Television Authority.
